The Guild for Arcane Research and Control’s Laws for Magic Use

  • Definitions:
    • Person: A person is to be described as a humanoid or beast with any ability to make its wills known, either verbally, telepathically, wrote, or any other form of explicit information transfer. Other beings can appeal to be considered under the Diversity Act
    • Magical Act: Any form of magic effect created due to arcane procedures, connection with a deity or other higher being, physiological traits, the manipulation of existing magic effects, or the operation on magical or non magical objects.
    • Target: Any being, object, or place which is affected by a magical act
  1. Prohibited magical acts are charged by both the severity of the crime and the nature of the magical act, at the discretion of the guild.
    1. Magical acts that are equivalent to a non-magical crimes are charged to the severity of the non-magical crime
    2. Magical acts that are equivalent to an aggregate of multiple non-magical crimes are charged as a single act.
    3. Magical acts of self defense are permitted if no other reasonable course of action can be taken without the endangerment of the magic user and/or the target
    4. The guild may expand upon the list of acts mentioned in sections 2 through 6
  2. The following magical acts are strictly prohibited
    1. Magical acts of destruction or assault performed upon a person or property owned by a person with intent to maim or destroy
    2. Magical acts that remove, alter or inhibit the physical, intellectual, or spiritual freedoms of persons or personal property
    3. Magical acts that summon or teleport beings into an area that they would not be permitted to enter
    4. Magical acts of necromancy excepting the following:
      1. Stabilizing a dying target
      2. Protecting the soul of remains of a dead person
  3. The following magical acts are prohibited if they are performed with the intention to deceive, maim, or delude:
    1. Magical acts that alter the memories, thoughts, or emotions of other persons
    2. Magical acts that fabricate objects or beings
    3. Magical acts that alter the physical composition or appearance of a target
  4. The following magical acts are prohibited unless permission is granted by the target or its owner and due safety precautions are observed:
    1. Magical acts of teleportation, either material or planar
      1. Safety precautions must be observed at both the exit and entry points of the effect
    2. Magical acts of destruction performed upon a property by a person
  5. The following magical acts are permitted if permission is granted by the guild or the guard and they do not conflict with article 4:
    1. Magical acts of controlled demolition upon dwellings or other large property
  6. The following magical acts are prohibited if there is dissent or reasonable suspicion of dissent by a targeted person or a person who owns targeted property
    1. Magical acts of mending or restoration
    2. Magical acts for the purpose of spectacle or entertainment
      1. Such acts must remain within a determined area for the duration, and must not create an undue disturbance in the area they are located
  7. All other magical acts are permitted unless their implication, use, or secondary effects conflict with articles 2 through 6
